Council passed motion 26-184 unanimously at its Aug. 25 meeting, approving development permit DP 26-026 for Lots 9-1 and 9-2, Plan 617, plus a utility easement in the City’s favour. The applicant is Nunastar Properties Inc. The City’s planning report describes the project as Astro Hill Sky I and II, with two standalone residential buildings and no commercial space. If completed as proposed, the redevelopment would add 118 apartments in Iqaluit’s Core Area. That is a meaningful approved housing project, but it is not yet completed housing and the City record does not establish rents, ownership arrangements, financing, tenant eligibility, a construction schedule or a move-in date.

Before the City issues the development permit, the developer must meet several conditions. These include a water-flow test, updated studies on servicing and sprinkler demand, a site-servicing plan, a grading and drainage plan, and a snow-and-wind study. A designated-substance report is also required at least two weeks before demolition work. Before occupancy, the developer must complete a legal survey and utility-easement agreement. The same Aug. 25 council meeting also approved a utility-easement survey over portions of Lots 868 and 869 on Ulu Lane, and survey sketches for a road right-of-way, sidewalk easement and development lot on Sivumugiaq Inuit Owned Lands west of the Aqsarniit Hotel. The Sivumugiaq application was made by Akiuq Corporation on behalf of the Qikiqtani Inuit Association.
