Sakku Enterprises and Arctic Fresh sign Kivalliq construction collaboration agreement
Sakku Enterprises Ltd. and Arctic Fresh Projects Inc. signed a July 2 memorandum of understanding to explore joint work on affordable housing, construction training and infrastructure in the Kivalliq. Nunavut reminds private-market renters about housing benefit, but program remains referral-based
The Government of Nunavut says private-market renters who spend more than 24 per cent of monthly household income on rent may qualify for the Canada-Nunavut Housing Benefit. A current program page says the temporary subsidy is referral-based and intended to help people in crisis, people leaving shelters and youth leaving care. Source↗
More Iqaluit housing is forecast for 2026, but relief is far from certain
CMHC expects Iqaluit’s private housing supply to grow in 2026, but it does not identify the projects, unit count or occupancy dates behind that forecast. The outlook begins from a 0.3% vacancy rate, six available rentals and a $3,025 median rent, so completed homes—not permits or starts—will determine whether residents see meaningful relief.
Iqaluit council approves up to $108.7M federal water-infrastructure agreement tied to housing growth
Iqaluit council has approved entering a federal contribution agreement worth up to $108,721,940.25 for water and wastewater work intended to support housing development. The Sept. 22 decision also authorizes City administration to sign the agreement and related documents. The City’s report describes sewer utilidor work, wastewater and sludge-management upgrades, a septage receiving facility, six service trucks and a heated truck-storage building. Source↗
NIRB posts screening decision report for proposed Pond Inlet water-supply facility
The Nunavut Impact Review Board posted a screening decision report Sept. 22 for a proposed new water-supply facility in Pond Inlet. The Government of Nunavut’s application proposes replacing existing water-supply infrastructure, expanding the raw-water reservoir and increasing permitted withdrawals from Salmon Creek. Federal notice outlines possible multi-billion-dollar NORAD infrastructure project at Iqaluit airport
A federal advance procurement notice, last amended Aug. 31, sets out preliminary plans for a potential NORAD infrastructure project at the Forward Operating Location in Iqaluit. Defence Construction Canada says the work could include airfield upgrades, hangars, fuel and ammunition facilities, accommodations and support infrastructure. It is not a call for construction bids or a contract award: the proposed solicitation is conditional on National Defence approval to proceed. Source↗
Nunavut Housing says public-housing reforms are underway, but key allocation rules still await approval
Nunavut Housing Corporation’s Spring 2026 status report says it has put a maintenance-tracking system in all 25 communities and begun standardizing housing waitlist information. But the report also shows that key changes meant to make public-housing allocations more consistent—including a redesigned point-rating system and transfer guidelines—were still awaiting approval. Nunavut says public-housing, staff-housing and private tenants should report suspected bed bugs to their housing contact
Nunavut’s Health Department and Nunavut Housing Corporation issued a Sept. 15 territory-wide notice setting out who tenants should contact if they suspect bed bugs. Public-housing tenants should contact their local housing organization, staff-housing tenants their tenant relations officer, and private tenants their landlord or property manager. Gjoa Haven modular homes damaged in break-ins, RCMP say
Nunavut RCMP say several modular housing units stored along Seal Street in Gjoa Haven were damaged in a series of break-ins. The units belong to the Gjoa Haven Housing Association and are intended as future homes for community members. Police are seeking information, and no findings of responsibility have been announced. Iqaluit extends deadline for Happy Valley water-upgrade design proposals
The City of Iqaluit has extended the deadline for consultant proposals to design planned Happy Valley water-system upgrades from Sept. 24 to Oct. 8. The work would plan replacement watermains and pressure-control changes intended to address low pressure, prevent over-pressurization during low demand and improve reliability. CMHC report shows Iqaluit rental vacancy held at 0.3% in 2025 as public-housing waitlist topped 400
CMHC’s Northern Housing Report says Iqaluit had only six vacant rental units out of nearly 2,000 in 2025, holding its vacancy rate at 0.3% for a third straight year. The report also says Nunavut Housing Corporation’s Iqaluit public-housing waitlist exceeded 400 households in February 2025. Source↗
Canada and Nunavut finalize funding deals tied to at least 750 planned homes
Canada announced July 23 that it had finalized separate agreements with Nunavut covering at least 750 planned homes and $155.4 million in federal infrastructure funding. The housing agreement replaces January’s agreement in principle, but the release does not provide a community-by-community unit list, construction schedule or the full funding agreements. Source↗
NIRB opens screening for Grise Fiord water-licence renewal and upgrade
The Nunavut Impact Review Board has opened screening for a Government of Nunavut request to renew Grise Fiord’s municipal water licence to 2047 and change it from Type B to Type A. The request supports operation of the community’s new water-treatment plant and proposes seasonal withdrawals of up to 2,160 cubic metres a day from Airport River. Arctic Bay harbour construction warning extended through Sept. 14
The Canadian Coast Guard has extended a navigation warning for dredging and construction of a new small-craft harbour in Arctic Bay. Mariners are asked to stay 100 metres clear of the work areas, which have no boundary markers, and can reach workers on VHF channel 77. Source↗

Iqaluit collector-road study must cost all three route options before City selects preferred alignment
A City of Iqaluit addendum requires consultants bidding on the Core Area collector-road preliminary-design study to develop and cost all three alignment options to a comparable Class 2 estimate level. Iqaluit seeks bids to build West 40 industrial subdivision
The City of Iqaluit is seeking a contractor to build the West 40 industrial subdivision. The tender calls for roads, drainage, stormwater ponds and a riverside cut-and-fill lot, with rough grading of other market lots listed as provisional work. Bids close Sept. 17 at 4 p.m. EST. Iqaluit council approves 118-unit Astro Hill apartment redevelopment
Iqaluit council unanimously approved a conditional development permit on Aug. 25 for two five-storey apartment buildings that would replace the “white row” buildings at 352 and 354 in the Core Area. City planning records list 118 proposed homes: 10 studios, 89 one-bedroom units and 19 two-bedroom units. The approval does not mean demolition or construction has begun. Source↗
Hope Bay redevelopment moves into construction, but key production permits are still being updated
Agnico Eagle says construction and underground-development work continued at its Hope Bay gold project in the second quarter, following its May investment decision for a proposed $2.4-billion redevelopment. Nunavut Housing Corporation’s June 15 progress report says 64 public-housing units had been completed in Iqaluit since the start of the 6th Assembly in 2021, while 48 public and staff housing units were under development. Federal release details $2.94M in Nunavut clean-energy funding, with projects at mixed stages
A July 29 federal backgrounder identifies $2,939,304 in funding for five Nunavut-specific clean-energy and related projects. The records show two projects still moving toward installation or construction planning—solar at Resolute Bay’s municipal garage and engineering for an Arviat hybrid microgrid—while the Chesterfield Inlet solar array, Cambridge Bay carbon analysis and Kivalliq wind-measurement work are described as completed. Igluvut Corporation has appointed Joe Adla Kunuk as its inaugural chief executive officer and Raymond Quqshuun as chair of its board. Canada, Nunavut finalize $155.4M infrastructure agreements; separate deal targets 750 homes
Canada and Nunavut finalized Build Communities Strong Fund agreements worth $155.4 million: $81.3 million over 10 years for housing- and post-secondary-related infrastructure and $74.1 million over three years for health infrastructure. The July 23 release also confirms a separate Build Canada Homes agreement worth up to $480 million in combined federal and territorial contributions, targeting at least 750 new homes across Nunavut. Iqaluit water-licence review moves through technical stage; long-term reservoir still awaits Water Board decision
The City of Iqaluit took its renewal-and-amendment application for water licence 3AM-IQA1626 to a Nunavut Water Board technical meeting and pre-hearing conference on Aug. 11–12. The application seeks to continue municipal water, wastewater and waste-system operations while adding permanent water-supply works at the Apex River and Lake Qikiqtalik.
