Rankin Inlet’s new water plant could ease a major growth constraint—but key questions remain
A reported $57.3-million contract would replace Rankin Inlet’s aging water-treatment infrastructure. The project could improve treatment, storage and reliability, but key procurement records, design figures, schedules and long-term operating costs still need confirmation.
Ottawa commits $85.5M for Rankin Inlet Airport runway and taxiway rehabilitation
The federal government announced $85.5 million on Sept. 28 to rehabilitate pavement at Rankin Inlet Airport, including its runway, taxiways and apron. The announcement came during the official opening of the new terminal, which had already begun handling flights in June. No construction schedule, contractor or tender has been announced.
Iqaluit targets May 2027 for new General Plan and zoning bylaw
Iqaluit staff say draft replacement planning rules are expected to be published for council and public comment in December, with a public hearing planned for March and final adoption targeted for May 2027. CMHC says Iqaluit rental housing remained exceptionally tight as public-housing waitlist topped 400 households
CMHC’s July 29 Northern Housing Report says Iqaluit’s rental market remained exceptionally tight in 2025. It reports that the public-housing waitlist exceeded 400 households in February 2025, even as 36 public-housing units were vacant and some units needed major repairs. The report expects more private-market homes to be completed in 2026, but says this is unlikely to close the North’s per-person housing-supply gap.
Drilling and blasting planned near Road to Nowhere for proposed STEAM Hub
The City of Iqaluit says drilling and blasting is planned at 4120 Road to Nowhere, across from 4123 Road to Nowhere, from Oct. 16 to 26. The work is for site preparation supporting a proposed STEAM Hub building. Source↗
Nunavut private-market renters may qualify for housing benefit
Nunavummiut renting in the private market may qualify for the Canada-Nunavut Housing Benefit if rent costs more than 24% of monthly household income. The program can also help eligible renters with moving and resetting costs, but it excludes people in public, staff and student housing. Source↗
Arctic Bay harbour construction underway under $77M federal contract
Construction is underway on Arctic Bay’s new multi-use small craft harbour after Ottawa awarded a $77.035-million contract to Iqaluit-based Pilitak Enterprises Ltd. The federal government says the harbour is expected to be operating for the 2030 open-water season and will give local boats sheltered space to launch, tie up and unload. Source↗
Iqaluit approves agreement for up to $108.7M in federal housing-support infrastructure funding
Iqaluit council unanimously approved a contribution agreement allowing the City to finalize up to $108,721,940.25 in federal funding for water and wastewater infrastructure intended to support housing growth. ITK board allocates $218M in federal funding for Inuit housing and conservation
Inuit Tapiriit Kanatami says its board voted to allocate $130 million for Inuit housing and more than $88 million for Inuit-led environment and nature work. The announcement does not say how much will go to Nunavut, which Inuit Treaty Organizations will receive each share, or when projects and programs will be announced. Source↗
Arviat factory is open. The harder test is delivering homes
Nunavut’s first modular-housing factory is operating in Arviat, with plans for local jobs and up to 40 units a year. Its real test will be the number, cost and timing of homes that are installed and occupied.
CMHC says Iqaluit rental vacancy held near zero in 2025 as Nunavut housing supply lagged
CMHC’s Northern Housing Report says Iqaluit had only six vacant rental units out of nearly 2,000 in 2025, for a 0.3% vacancy rate. The report says Nunavut’s new residential construction investment was 63% of its 2021 level, even though social housing made up about 93% of that investment. Source↗
NTI and Uquutaq leaders scheduled to testify on Northern affordability Thursday
Nunavut Tunngavik Incorporated President Gloria Uluqsi and Uquutaq Society CEO Laurel McCorriston are scheduled to appear before the House of Commons Indigenous and Northern Affairs Committee on Thursday, Oct. 8, during its study of affordability challenges in Northern Canada. The hearing will put Nunavut housing and affordability evidence on the parliamentary record, but it is not a funding announcement or policy decision.
Nunavut opens homebuilding assistance applications, with $250,000 forgivable loans available
Nunavut Housing Corporation has opened the 2026 intake for its Homeownership Assistance Program. Eligible applicants can seek a $250,000 forgivable loan toward an approved home-building material package, with applications due Oct. 30.
Inuit Heritage Trust appoints contractor for planned Nunavut Inuit Heritage Centre
Inuit Heritage Trust has appointed Arctic Fresh Projects, working with Penn-co Construction, as general contractor for the planned Nunavut Inuit Heritage Centre in Iqaluit. The two-stage contract covers design support and preparation for a later construction phase; the trust says physical construction will begin only once final funding is secured. Source↗
Nunavut pitches four major infrastructure projects, but their paths to construction differ
Nunavut Tunngavik Incorporated and the Government of Nunavut used a Sept. 14 Toronto investment event to promote four large energy and marine projects: the Kivalliq Hydro-Fibre Link, Iqaluit Nukkiksautiit hydro project, Grays Bay Road and Port, and Qikiqtarjuaq Deep-Sea Port. The event was an investment pitch, not a funding or construction approval. Uquutaq says new Iqaluit low-barrier shelter is expected to open in January
Uquutaq Society says its new Ullivik low-barrier shelter at 158 Nipisa St. is expected to open in January 2027. The facility is planned to add 44 shelter beds, 13 transitional-housing units and a daytime warming centre. The January date remains an expectation, not a confirmed opening or intake date.
Iqaluit extends Happy Valley water-upgrade proposal deadline to Oct. 8
The City of Iqaluit has extended the deadline for engineering firms to propose design and construction-support services for Happy Valley water-system upgrades. Proposals are now due Oct. 8 at 3 p.m. The work is meant to address water-pressure problems and operational challenges, but no construction contract has been awarded. Source↗
Arviat modular-home factory began production Sept. 23, project partner says
Sakku Innovative Building Solutions’ modular-housing factory in Arviat began production Sept. 23, according to Next Generation Manufacturing Canada, a project funder. The 64,500-square-foot, Inuit-owned facility is expected to reach capacity of up to 40 housing units a year and support more than 40 direct jobs. This is a meaningful update to Atiilu News Desk’s Sept. 30 opening story because it confirms production has started, though it does not confirm that any completed homes have been delivered. Source↗
Sakku says Arviat modular housing factory has opened
Sakku Investments Corporation says Sakku Innovative Building Solutions, a modular-housing factory in Arviat, has had its grand opening. The company says the Inuit-owned facility will build homes designed for Arctic conditions and provide local jobs and construction training. Sakku has not published a production schedule, staffing total or evidence that factory-built homes have now been delivered. Source↗
Canada finalized $155.4M Nunavut infrastructure deal; 750-home plan is separate
Canada and Nunavut finalized a $155.4-million infrastructure agreement on July 23. It provides $81.3 million over 10 years for infrastructure connected to housing and post-secondary education, plus $74.1 million over three years for health infrastructure. The federal release also describes a separate plan for at least 750 homes through Build Canada Homes. It does not name the individual infrastructure projects or give construction dates. Source↗

Nunavut reminds private-market renters about housing benefit, but program remains referral-based
The Government of Nunavut says private-market renters who spend more than 24 per cent of monthly household income on rent may qualify for the Canada-Nunavut Housing Benefit. A current program page says the temporary subsidy is referral-based and intended to help people in crisis, people leaving shelters and youth leaving care. Source↗
More Iqaluit housing is forecast for 2026, but relief is far from certain
CMHC expects Iqaluit’s private housing supply to grow in 2026, but it does not identify the projects, unit count or occupancy dates behind that forecast. The outlook begins from a 0.3% vacancy rate, six available rentals and a $3,025 median rent, so completed homes—not permits or starts—will determine whether residents see meaningful relief.
Iqaluit council approves up to $108.7M federal water-infrastructure agreement tied to housing growth
Iqaluit council has approved entering a federal contribution agreement worth up to $108,721,940.25 for water and wastewater work intended to support housing development. NIRB posts screening decision report for proposed Pond Inlet water-supply facility
The Nunavut Impact Review Board posted a screening decision report Sept. 22 for a proposed new water-supply facility in Pond Inlet. The Government of Nunavut’s application proposes replacing existing water-supply infrastructure, expanding the raw-water reservoir and increasing permitted withdrawals from Salmon Creek. Federal notice outlines possible multi-billion-dollar NORAD infrastructure project at Iqaluit airport
A federal advance procurement notice, last amended Aug. 31, sets out preliminary plans for a potential NORAD infrastructure project at the Forward Operating Location in Iqaluit. Defence Construction Canada says the work could include airfield upgrades, hangars, fuel and ammunition facilities, accommodations and support infrastructure. Nunavut Housing says public-housing reforms are underway, but key allocation rules still await approval
Nunavut Housing Corporation’s Spring 2026 status report says it has put a maintenance-tracking system in all 25 communities and begun standardizing housing waitlist information. But the report also shows that key changes meant to make public-housing allocations more consistent—including a redesigned point-rating system and transfer guidelines—were still awaiting approval. Nunavut says public-housing, staff-housing and private tenants should report suspected bed bugs to their housing contact
Nunavut’s Health Department and Nunavut Housing Corporation issued a Sept. 15 territory-wide notice setting out who tenants should contact if they suspect bed bugs. Public-housing tenants should contact their local housing organization, staff-housing tenants their tenant relations officer, and private tenants their landlord or property manager. Gjoa Haven modular homes damaged in break-ins, RCMP say
Nunavut RCMP say several modular housing units stored along Seal Street in Gjoa Haven were damaged in a series of break-ins. The units belong to the Gjoa Haven Housing Association and are intended as future homes for community members. Police are seeking information, and no findings of responsibility have been announced. Iqaluit extends deadline for Happy Valley water-upgrade design proposals
The City of Iqaluit has extended the deadline for consultant proposals to design planned Happy Valley water-system upgrades from Sept. 24 to Oct. 8. The work would plan replacement watermains and pressure-control changes intended to address low pressure, prevent over-pressurization during low demand and improve reliability.
