Bidders for the core-area road RFP have until Sept. 9, 2026 at 3 p.m. EST, according to the City tender page. For Happy Valley, the City seeks a consultant to develop proof-of-concept, preliminary and detailed designs, then assist with a future construction tender and, only if the City approves proceeding, construction administration. The scope includes replacement 200-millimetre looped watermains on several streets and a pressure-breaking-valve modification at MH96. For the core-area road, Addendum 2 confirms the phase is conceptual only: it includes links 2, 7 and 8, plus only Link 6’s tie-in, and does not require site inspection.
