NHC says public-housing reforms remain at foundation stage; IgluWeb rollout targeted for December

What happened
NHC has published a progress update on its August 2025 action plan responding to the Auditor General’s recommendations on fairness in public-housing allocations, housing-condition management and public reporting. The corporation describes the work as foundational rather than complete.
Why it matters
The changes are intended to affect how public-housing applications, waitlists, transfers, maintenance and housing-condition data are managed across Nunavut, including Iqaluit. NHC says the report’s early indicators measure whether tools and processes are being put in place, not whether tenants are yet receiving measurably better or fairer service.

NHC says it will seek Corporate Executive Committee approval for the redesigned point-rating system and transfer guidelines, train Local Housing Organizations, finish the remaining 52% of building-condition assessments, standardize LHO reporting and complete IgluWeb configuration and data migration. The stated IgluWeb go-live target is December 2026; NHC identifies delays in that system, data quality and uneven LHO capacity or staffing as material risks.
