NEU-posted GN agreement confirms 3% pay-grid increase due Oct. 1

In brief

The Nunavut Employees Union has posted the full Government of Nunavut collective agreement, confirming a 3% increase to covered pay grids effective Oct. 1, 2026. The already-signed agreement runs from Oct. 1, 2024 through Sept. 30, 2028; the July 30 NEU post makes the full English text available but is not a new bargaining settlement. Source

What happened

Appendix B sets pay-line increases of 9% effective Sept. 30, 2024, 3% effective Oct. 1, 2025, 3% effective Oct. 1, 2026 and 2.5% effective Oct. 1, 2027. The agreement also sets a 2% overall Nunavut Northern Allowance increase effective Jan. 1, 2026 and a further 3% increase effective Jan. 1, 2027. For Iqaluit-based employees, the annual allowance is listed at $16,328 in 2026 and $16,818 in 2027. Source

Why it matters

The Oct. 1 pay-grid increase is the next scheduled compensation change for GN employees covered by the NEU agreement. The published text also gives employees and the public a single reference for allowances, leave, casual-employment rules, language allowances and other conditions that had previously been available mainly through the ratification materials.

What happens next

The next general pay-grid increase scheduled in the agreement is 2.5% on Oct. 1, 2027. NEU says it is working on translations and will share them with members when available; the July 30 post does not provide a publication date for Inuktitut or Inuinnaqtun versions. Source

Important details

The agreement provides Inuktut language allowances of $2,000, $3,000 or $6,000 annually, depending on proficiency and workplace use. It also allows up to three paid days per year, subject to operational requirements, for Inuit cultural pursuits including traditional hunting, fishing or harvesting. Casual employment is normally limited to four months of continuous work in a division or department; where the employer anticipates more than four months, the employee must be appointed on a term basis and receive agreement provisions from the first day, subject to listed benefit-plan eligibility limits.
