Iqaluit targets May 2027 for new General Plan and zoning bylaw

In brief

Iqaluit staff say draft replacement planning rules are expected to be published for council and public comment in December, with a public hearing planned for March and final adoption targeted for May 2027. The timeline is a staff update for the Oct. 20 Governance and Priorities Committee meeting, not an approved bylaw or final council decision. Source

What happened

The City of Iqaluit has set out its next steps for repealing and replacing its 2010 General Plan and Zoning By-law. The General Plan guides long-term growth, housing, infrastructure and land use, while the zoning bylaw sets the detailed development rules. Staff expect the final draft zoning bylaw and first draft climate-hazard maps in November. They plan to publish the draft bylaws for council and public comment in December, seek first reading in January 2027, hold a public hearing in March and target third reading and adoption in May 2027. Why it matters

The replacement rules could shape what can be built, where housing and services can expand, and how future development accounts for climate hazards across Iqaluit. Residents, landholders, builders and organizations will have a planned public-comment stage before the rules reach a hearing. The current rules were adopted in 2010 and have been amended many times, according to the City’s report. Source

What happens next

The Governance and Priorities Committee of the Whole is scheduled to receive the update at 6 p.m. on Tuesday, Oct. 20. The package does not include the draft replacement bylaws themselves, a motion to adopt them, or a public-comment link. The next stated milestone is completion of the final draft zoning bylaw in November 2026. Source

Important details

Council directed staff in March 2026 to translate the draft documents into Inuktitut, publish them for council and public review, and bring them directly to council for first reading. The City’s latest timeline lists ministerial approval as a planned April 2027 step before the targeted May adoption. Those dates are planned milestones and may change. Source
