What happened

Defence Construction Canada has an open Advance Procurement Notice for the NORAD Northern Basing Infrastructure project at Iqaluit’s Forward Operating Location. The notice carries solicitation number APN_NP26IQ01_87007, was published April 24, 2026, last amended Aug. 31, and is listed as open until Jan. 11, 2027 at 2 p.m. EST. Its immediate purpose is to give potential design-build teams time to assess interest and begin required security-clearance sponsorship—not to receive proposals. Source

Why it matters

The preliminary scope is large. The notice lists possible airfield improvements; hangars, aprons and taxiways; fuel storage of 500,000 to 750,000 litres; ammunition storage; accommodations; a fire hall; warehouses; multi-purpose buildings; and information-technology, cyber and logistics infrastructure. It says one modified design-build contract for the Iqaluit site may exceed $5 billion, subject to revision. Defence Construction Canada projects a request for proposals in fall 2027, but says that timetable depends on National Defence approving the project to proceed. The current notice says interested design-builders that need clearance should start the sponsorship process now. Its published project timeline lists the program’s definition phase as beginning in 2027 and initial operational capability in 2034.
