The preliminary scope is large. The notice lists possible airfield improvements; hangars, aprons and taxiways; fuel storage of 500,000 to 750,000 litres; ammunition storage; accommodations; a fire hall; warehouses; multi-purpose buildings; and information-technology, cyber and logistics infrastructure. It says one modified design-build contract for the Iqaluit site may exceed $5 billion, subject to revision. If the project proceeds, the eventual contractor would have to prepare an Indigenous Benefits Plan addressing proposed subcontracting, employment and training opportunities. Source↗

The current notice says interested design-builders that need clearance should start the sponsorship process now. Canada’s National Defence department describes Northern Basing Infrastructure as part of a wider plan to upgrade forward operating locations in Iqaluit, Inuvik and Yellowknife, plus the deployed operating base at Goose Bay. Its published project timeline lists the program’s definition phase as beginning in 2027 and initial operational capability in 2034.
