Nunavut government employees’ pay scales rose 3% Oct. 1 under ratified agreement

In brief

The collective agreement covering Government of Nunavut employees sets a 3% general salary increase effective Oct. 1, 2026. The agreement was ratified in December 2025 and signed in March 2026, so this is an already-approved contract change, not a new bargaining settlement. Source

A Government of Nunavut collective agreement with the Nunavut Employees Union sets new hourly and annual pay schedules effective Oct. 1, 2026. The agreement also provides a 2.5% general salary increase effective Oct. 1, 2027. It runs from Oct. 1, 2024, to Sept. 30, 2028. Source

Why it matters

The Oct. 1 increase affects compensation for unionized GN employees across Nunavut and is a recurring public-service cost for the territorial government. The agreement also sets a further 3% increase to the Nunavut Northern Allowance for all communities on Jan. 1, 2027.

Other negotiated changes include a $1,000 increase to continuous-service bonus amounts and Inuktut language allowances of $2,000, $3,000 and $6,000 for Levels 1, 2 and 3. Source

What happens next

The next scheduled general salary increase is 2.5% on Oct. 1, 2027. The next territory-wide northern-allowance increase in the agreement is 3% on Jan. 1, 2027. The public records reviewed do not state when individual employees will see any Oct. 1 adjustment reflected on payroll, or provide a separate total cost for the 2026 increase.

Important details

The agreement provides general salary increases of 9% effective Sept. 30, 2024; 3% effective Oct. 1, 2025; 3% effective Oct. 1, 2026; and 2.5% effective Oct. 1, 2027. Northern allowance rose 2% on Jan. 1, 2026 and is scheduled to rise another 3% on Jan. 1, 2027. The Government of Nunavut lists the agreement as its current NEU collective agreement, expiring Sept. 30, 2028. Source
