Iqaluit extends Happy Valley water-upgrade proposal deadline to Oct. 8

In brief

The City of Iqaluit has extended the deadline for engineering firms to propose design and construction-support services for Happy Valley water-system upgrades. Proposals are now due Oct. 8 at 3 p.m. The work is meant to address water-pressure problems and operational challenges, but no construction contract has been awarded. Source

What happened

A Sept. 17 addendum to the City’s request for proposals gives firms an extra two weeks to submit proposals for the Long Term Water Project’s Happy Valley upgrades. The original closing date was Sept. 24. The revised tender schedule anticipates selecting a preferred consultant by Oct. 27, followed by approvals and a possible notice of award on Nov. 10. Those dates are tentative. Source

Why it matters

The City says the project is intended to fix pressure deficiencies in Happy Valley and prepare the local water-distribution system for future demand. The proposed design work covers replacement watermains, valves and related upgrades on several streets, including Igutsanut Niqit Crescent, Airait Crescent, Qijuttaat Lane, Qimminguat Court and Nirnait Lane. What happens next

Interested firms must submit proposals through MERX by Oct. 8 at 3 p.m., according to the City’s tender page and addendum. The selected consultant would first complete feasibility, survey, environmental and geotechnical work, followed by preliminary and detailed design. Construction support would only proceed after City approval to proceed. Source Source

Important details

The RFP calls for design of about 1.77 kilometres of replacement watermain sections, generally using 200-millimetre pipe, plus isolation valves and a pressure-breaking valve with a bypass at manhole MH96. The addendum also removes an options-analysis item from the pricing form, changes insurance requirements to require automobile coverage only, and says the City will allow two weeks to review each major design submission. This remains a procurement for consultant services, not a construction tender, contract award or confirmed start date. Source Source
