A City addendum dated Sept. 17 gives firms an extra two weeks to submit proposals for the Happy Valley upgrades design contract. Proposals are now due Oct. 8 at 3 p.m. local Iqaluit time. The underlying request identifies pressure problems in the Happy Valley water-distribution system under current and projected demand. It calls for design work on watermain replacements along Igutsanut Niqit Crescent, Airait Crescent, Qijuttaat Lane, Qimminguat Court and Nirnait Lane, as well as other main replacements and a pressure-breaking valve and bypass at MH96. The City says the successful consultant would prepare concept, preliminary and detailed designs, then tender-ready documents. Its original project schedule targets tender-ready documents for May 17, 2027, tender assistance by June 7, 2027 and completion of construction administration by Dec. 8, 2028. Those are planned milestones in the solicitation and may change. A separate construction tender and City approval would still be needed before a construction contractor could be selected. Source↗

The Sept. 17 addendum removes an options-analysis item from the pricing form, permits an additional mapping page and three extra work-plan pages, and changes insurance requirements so only automobile insurance is required. It also says a construction inspector with fewer than 10 years of experience may be proposed, but will be evaluated accordingly.
